The City of Sanibel Island banned all live shelling as of
January 1, 1995.

The Florida Fish & Wildlife Conservation Commission, at the
request of the Lee County Board of Commissioners, banned all
live shelling throughout the Fort Myers/Sanibel area as of March
1, 2002.

Live shells may not be taken anywhere in Florida without a
saltwater fishing license.

Strombus gigas may not be taken anywhere in Florida, by anyone.

These are the regulations for salt water, I don't know the regs
for fresh water/terrestrial stuff.
