I was born and raised in S. F. -  We used to do some good shelling North of
Marin County.   Don't know of anything in S.F. Bay - Never shelled there.
 
We used to do some good shelling in the Monterey area.     But remember you
must be 1,000 feet from shore to collect live specimens....
 
OR have a scientific collecting permit.
 
So almost all shells must be collected by SCUBA from a boat.
