Gijs, you are correct! My apologies to all for the error. The International
Code of Zoological Nomenclature does sanction page priority, but it
certainly puts it in last place, after all other considerations have been
found to be equal for the two synonyms. But in almost all cases, something
will be found to be better for one than the other. And many people,
including dedicated researchers, have the false idea that page priority is
best way to decide, not the worst. Your quotation from the Code
demonstrates the opposite to be so.
 
As to tiny or obscure shells, it is for those who know the shells best to
decide. To a specialist on pyramidellids, even these dreadfully obscure,
and inarguably tiny, shells may not be as obscure as they are to you or me.
