If you were on a Gulf beach (not bay) there wouldn't have been a grass flat
offshore! As far as I know it's all sand near the beach.

There are some strombus on grass beds in places like Peanut Island and off
Goodland - in the bay. However, they live offshore in the Gulf proper in
pure sand. I've seen them at depths up to 50'. They seem to band together
all the time and the groups may move a bit.

In 1973 I went to Sanibel one day and found lots of shells washing up, live
(all kinds). Went back the next day and all had gone back into the Gulf.
It's quite possible the strombs could wait out the tide buried in the sand
and go back to deeper water later...
