The only use of the name Conus barbara that I am aware of is Conus
barbara Brazier, 1897, which is a non-valid synonym for Conus monachus
Linnaeus, 1758 (Unless there is a recent assignment of the name which I
am not aware of). There is a Patella barbara though, from South Africa.
Incidentally, the name literally means "foreign", or more loosely
translated "rough", "unfinished", "crude". Sorry :-)
