There are indeed restrictions on shell collecting in the Dominican Republic.
It is illegal to collect in the National Parks without a scientific
collecting permit. It is also necessary to get an export permit, certainly
if collecting for commercial purposes, and possibly for any purpose. The
agency to contact about permits is
