Hi Anita,
 
The Miccosukee Indians may be able to help you.  They live in the South
Florida area and are probably the ones who catch the Gar (fish), scale
them and sell the scales. They have become very rich due to the gambling
casinos they have opened up so they may not want to catch Gars anymore.
I think their headquarters are in Holywood (Florida) or South Ft.
Lauderdale, just off the turnpike. They have another center on Route 41,
Tamiami Trail
 
Sorry but that is all the info I have. I, or the list subscribers can
tell you about shells though, or flying pigs, or just about anything
shell related or not.  We are a diverse group that will be willing to
give opinions on any subject related to shells, and maybe some others
not so related to shells.
 
Good luck on your gar scale hunt.  How much are you willing to pay for a
gallon? My wife used to make sand dollar ornaments with gar scales as
poinsettia leaves (painted red/green, the leaves that is).  I remember
she used to pay about 50 cents a bag at Diamonds in Miami.
