Dear Wes;-
  Again! Where does one find a copy of the ICZN rules? Is it in book form? Are there addendas that come out? Is Tom Rice hiding the whole thing from us? And then---ICZN is a non-thinking thing. Who (like real people) are those who decide these rules? Is there something like a board of directors? Do they run for office? How many are there?
   Does anyone know?
