Not always, during rain or when the sistem is over its capacity,
the material is then released "in natura". Not passing thru the
purification sistem. And also, not all houses are conected to
the drain sistem.
Some people also throw the animal directely in the rivers...(it
also happens to ornamental fishes - very common in florida, as
i've read).
