I guess that a series of international laws requiring anyone who wants to collect shells to first have a PHD in the discipline and also to submit an application for approval to a board or court would be ideal. The applicant would have to include the specific reasons why certain shells were needed. The application would have to be supported with volumes of support data and recommendations by independant "experts". There would be international boards of review, a review process with appeals to a Supreme Shell Court, and of course special shell enforcement troops to enforce their decisions. There could even be be lots of hefty fees at each step in the process.
We could call the whole thing "The Dark Ages II".
