Due to the New Carissa, the Exxon Valdez and other potential disasters, the
US Navy is paying for a rescue tug to sit out in Neah Bay , near the mouth
of the San Juan de Fuca Straits, for three months to aid ships in distress
entering Washington state waters.  The major concern is who will pay for
the tug after the three month trial.  The shipping companies don't want to
and the state says it can't afford to. Should be an interesting debate.
