Dear Peggy,
    I don't even have the latest version of Netscape Navigator, but the
ability to send and receive HTML mail is standard in the browser
programs. Check under edit, then preferences to see if you have chicked
on the button to accept messages in HTML and plain text. If you cannot,
please update your browser. Please understand that when there are recent
technological changes, and they happen so frequently with computers,
there is the human tendency to experiment and use them.
