I can't imagine an individual putting together a rating of all the shell
dealers since the collectors themselves are such a diverse group.
One persons ideal shell dealer would be a total waste for another
who insists on perfect locality data and totally accurate identifications.
Some people, do quite frequently in fact return shells which are
mis-identified or mis-represented.

Rating dealers in a "spiral bound" format is certainly worthless.
There are no perfect dealers or lousy dealers (unless they don't
send you your shells) - but dealers of all persuasions - just like
the public that they serve.
