Is this a new restriction? I brought shells back in 2002 without hassle. Do they stipulate live-collected?

The prohibition against collecting marine shells anywhere in Costa Rica is
rather strict.  Any shells found in luggage during departure (all luggage is
inspected) will be confiscated.
