Hi Jan,
I just returned from the DR. This wasn't a "shelling" trip per se as I was
on a family vacation. But I was able to collect shells when we did a few
scuba dives. One of the dive masters wanted my husband to return some
crabbed shells to the reef, but that was his opinion, not anything
official. The only species not allowed back into the US from the DR is the
queen conch. Other than that, I had no trouble bringing back the few
shells we collected. I just packed them well in my checked luggage and it
was fine. I hope you have good luck shelling there...oh, on our last
morning there, I saw a spearfisherman walking down the beach with several
large tritons in his bag....wish I had seen those on my dives!
