Hi Martin,
 
This totally un-true. A website on the internet CAN HAVE editors and
peer reviewers prior to publication of any new species description or
any other scientific research paper. I also think that this methodology
for publication is proposed or is valid IF you also place some sort of
electronic media (disk or CD) with at least 10 institutions.
 
In time the net will rule!!!!
