If an Internet Home page is expected to be referencable, it will be
presented in the same way that a magazine or journal is presented, being
on the internet the only difference. Most home pages are postings for
information and pages are deleted and new pages added as new information
is posted. If the pages and articles aren't dated and include the
identification of the publication home page, and aren't kept in
permanent files in several places, referencing isn't too valuable and
any reference should indicate that they were a temporary Internet
posting

The magazine sections of Internet Hawaiian Shell News, for instance have
had a footer line on each page for some time now indicating the magazine
date (year and month) and section after previous discussions on this
subject. All issues since the initial issue in January, 1997 are on
file on hard disk, hard copy, or on CD in several places in Hawaii and
Las Vegas.

I personally encourage other shell clubs to treat their Internet Home
Pages as magazines in this fashion so that they can be referenced. Many
of these home pages contain valuable information.
