Unless I'm misunderstanding what you want, most of the TIGER-based
mapping software will do this for US addresses (people want lat-long
for GPS uses). I don't have too much experience with them, but I'm
pretty sure that DeLorme's MapAtlas USA and Chicago Map Corp.'s
discontinued software both provide lat-long. Microsoft's MapPoint
and Rand McNally's StreetFinder USA may as well.
If you're seeking something that does batch geocoding of locations,
GeoCleaner (Geocoder) by Chicago Map Corp. is a stand alone
application for assigning lat/long coordinates to U.S. addresses.
I'm pretty sure that there's some ESRI software that also does batch
geocoding.
