There is a program called: E-Map by Breakwater Books, 100 Water Street,
PO box 2188, St. John's, NF, A1C 6E6, tel (709) 722-6680 fax (709) 753 0708.
 
E-Map is "designed to access any database implemented in Vector Product
Format (VPF)".  E-Map is supposed to allow access to subsets of the DWC
database.
 
The program seems a bit clunky, creates a whole bunch of subdirectories
on your hard drive.  It breaks the data set up into 5x5 degree blocks and
allows you to tile these together.
 
It exports to pcx.
