It's not exactly what you're looking for but I think it can help:
1. There's a "GIS Master Bibliography materials" available by
anonymous FTP at bastet.sbs.ohio-state.edu (128.146.209.34) in the
"biblio" directory.
2. If you have a Gopher client on your computer, connect to
honor.uc.wlu.edu (port 1020). In the main menu, choice "by subject"
and after "Geography". There's three or four topics related to GIS.
3. In the Usenet, try Comp.infosystems.gis: One message is: "Listing
of GIS packages" (with summaries) or find the FAQ (Frequently Asked
Questions) for GIS on Newsgroups (or in the Gopher at point 2).
