Michael: you do not tell us for what areas this persons needs greater
detail. In general, you will not find more detail that what you find on
the 7.5 minute quads. But, locally in urban areas you might find very
detailed data. In the mid-a990's our local government contracted for a
contour layer in the metropolitan with a contour interval of 0.5 meter.
That data is available from our local GIS coordinators.
Years ago in the Knoxville, TN, area I had access to topographic data
based on 1:2,400 maps with contour intervals of 2.0 meters. That is
very detailed for this area of considerable relief.
Indeed, there is some very detailed data our there but it is quite
localized. So, depending on what your client wants it may be available.
