The USGS does not place the rate of annual change of the magnetic declination
on its maps primarily because those rates are continually changing. At our
USGS Earth Science Information Center (ESIC) site, we rely upon either the most
recent mag. dec. charts or the computer models published by the USGS Branch of
Seismology & Geomagnetism. In either case, it is important to remember that
the declination and annual rate of change for most points are not absolute, but
rather close approximations.

Hope the above information is helpful.
