Bill,
Depending on size, the first thing that comes to mind is our heavily used
"Maps on File" volumes, which contain both blank maps of all the countries
in the world and in cases like the U.S. also have blank maps of the states
(if I remember correctly). Maps on File also does similar volumes for
historical maps of the world, etc.

I think there are some sold in the education market, but these days the
simplest approach would be to buy computer clip art maps from Cartesia for
Illustrator or FreeHand, delete the labels layer, and print them out.

Bill,
Presuming you don't mean a sheet of paper showing only a lat/long grid, load
up the Robinson- projection world map that is packed with MI and jsut change
the region fill to match the paper (background) colour. Or am I missing a
cartographic subtlety here??

If you have access to ArcVIEW, it comes with world maps and more
specific maps of the USA, Canada and Mexico. These include rivers,
counties, cities, etc. The world map is plain, except for country
boundaries. ArcVIEW 3.O latest version of a world map, at least what I
have, is
1994. The scale is 1:1m so the accuracy might be off a little. Good
Luck with your search.
