you can buy or appeal to release officer at "your" regional (ours is in
Portland, OR) and he sent me San Diego and all adjacent counties. but it
was his option.
a govt. computer newsletter was saying this week that FEMA was seriously
looking at making the flood maps web-available.

The recent discussion about bib control of FEMA FIRMs led me to contact
FEMA about obtaining some up-to-date FIRMs for my geographic area. Their
friendly web site says to contact [log in to unmask], so I sent this:
