Some resources that you should take into account in your work:
1. A mapping from ANZLIC to AGLS metadata

2. The various "Spatial Data Infrastructure" initiatives that are
underway in many countries - these deal with setting up a catalogue service
for distributed geospatial datasets
3. The ISO/TC 211 metadata standard

(Unfortunately the draft standard has restricted access, but copies of the
essential content are available from a number of places, or I might be able to help.)
Note that the OpenGIS Consortium takes on the "implementation" role in partnership with
