Australia:
Victoria is covered by 5 atlases at 1:100,000 (with 1:50,000 detail in
some areas and 1:20,000 town plans) which feature a topographic map base
(Federal 100k mapping) . These are produced for use by government
agencies such as Country Fire Authority

South Australia has a similar set of 100k/50k topographic atlases
covering the populated parts of the state, produced by the state's
Country Fire Service. Again, they use federal 100k and state/federal 50k
mapping as the base.
