Brian,

If you have an access USGS 24k, 100K and 250K  index files you could get
count on state by state quad coverages and their names. Trick is whether to
count the first state name or include all the states that covers the quad.
Anyway, I have summarized the 24K quad based on the first state name
coverage and attached with this email. Hope this is what your are looking for.
