It indeed seems that the description of Punctacteon cebuanus was one more 
useless description...

anecdotally I think i have seen some dealers call them synonyms, but i
can't find anything to back that up. Here is a cut and paste from the
relevant index of Philippine Marine Molluscs, a reference i do not
own, Richard Willan and Sheila Tagaro are the authors, along with
Guido Poppe.

It looks like 'variegatus' does not appear in the index? that could be
relevant if true.

THE FAMILY ACTEOCINIDAE
This family has been revived for Philippine species formerly placed in
the genus Tornatina in RETUSIDAE. WORMS follows
in this an article by Oskars T.R., Bouchet P. & Malaquias M.A. from
2015 on a new phylogeny of the CEPHALASPIDEA.
MOVES BETWEEN FAMILIES
All three Acteocina here listed above were in our Volume 3 in the
family RETUSIDAE.
