Ali,
There is a paper "Root penetration, distribution and activity in Southern grassses by yields, drought symptoms and P32 uptake" by Glenn Burton et al in Agronomy Journal 1954 vol 46, pages 229-233 that might help. There also might be some good references included. I don't remember if they include tall fescue or not but it does have some good information on root mass and distribution. If you want a copy and can't get one where you are, let me know and I'll dig up my copy and mail or fax you a copy.
I have a few other refernces on root distribution and growth but they are all for bahiagrass and bermudagrass.
