Paolo,
From the number of shells you sent, I suspect that the FWS is considering
your client to be a commercial dealer & charging him/her the fees for
dealers.

If I am remembering it correctly, I think 20 is the limit for non-
commercial shipments.

How did the FWS learn about this shipment?
