I wouldn't think the Florida DOT or whomever regulates rest stops would have jurisdiction over the sand and water area there. Maybe they don't want people on the rocks near the parking spots. When I was there this past February, two young men with a kayak were shown a path from the picnic table shelter to the mangrove area by a worker, where they could put their kayak in the water.

I'm very familiar with this area which used to be a favorite of mine until
someone thought this was a good idea to prevent anyone from going out on the
flats on the bay side. The gulf side is still available but different.

NO hunting/fishing/trespassing
 
Is this a temporary or permanent condition?
