For offline maps that can track the user position and carry custom waypoints, you could look into using the Avenza PDF Maps app: https://www.avenza.com/avenza-maps/ It's a subscription app normally but does have a free tier. You can use a map from the connected map library ("map store") and just side load the locations as user created waypoints from a KML or GPX file (with links to the reading materials). Or build a custom PDF map and load that along side the waypoints. It knows the users location via smart phone GPS (does not require a cell signal to work).

Another alternative might be something like Cal-Topo (caltopo.com). Again this is paid with a free tier. You can set up a custom map to share with other users that includes POIs with links and notes.

And finally, Google My Maps can be used to create a custom set of waypoints and routes that can be downloaded to your phone for offline use in the field:

Hi,


I have an instructor who envisions a map-grounded approach to storing reading materials for a field course. He hopes to link reading materials about communities to pins on a map.  In a classroom setting, this is quite easy to do- you simply create a web map with some pins on it. However, in the field when internet connection is limited, what technologies/software can be used to achieve this?


Ideally, if students' movement can be tracked, that would be even better. This way, the students will see when they are approaching a certain community, prompting them to read the materials associated with that location.


I'd appreciate any advice. Thanks so much,
