If you want to go with some kind of "seat belt" arrangement and can't find ones
long enough, you might wander by your local outdoors/adventure store such as
REI, Adventure 16, etc.  They have the makings for building your own packs,
tents, sleeping bags, etc.  Several years ago when we needed to secure a 31in
monitor to the top of a wheeled cart, I bought about 8 feet of 2" tape that's
like seatbelts, plus the buckle for about $6. or $8. There's clearly a "cutting"
issue with this though but for a locked area where this is the secondary level
of security this might work.  One observation on the padlocked bar is that,
while it may not look great, it certainly does work.  I've bumped into that
mechanism in just about every kind of environment I've worked in where they
needed to secure drawers at a minimal cost.
