Bob Using the approximate geodetic position of Kampala, Uganda of 00:19:00N and 32:25:00 E as input into the NOAA GEOMAG program (with 3720 feet for Lake Victoria as an estimate for elevation needed for inclination) I get a 1996 declination of 4.2 minutes east with a annual change of 2.8 minutes.
