I wish I could gove a citation for this, but I believe another name for
the compass rose is 'wind rose', and there is a quilt pattern that uses
the term 'mariner's rose'.

I have no idea whether they were used first on charts and portolans or on
compasses.  It's just possible they were used in printed and manuscript
charts first, but this is only a guess.
