This is what my preservation department told me...

"   We're working on a batch of yours right now--aerial views of Monterey
Co. that had been "bound" using filament or some other really sticky tape.
They had stuck together.

   The way we're dealing with the sticky residue is by using a fume hood
and toluene (must be used in a proper fume hood--nasty stuff).  We're
using cotton swaps saturated with toluene and a curved, fairly dull
scalpel blade and lightly scraping off the majority after it softens with
the solvent.  Then, we take swabs with tolune and roll the area over and
over again to get more off.  We use clean swabs to determine if all the
residue is gone.  If not, repeat.  When done, we take a lightly moistened
(water) swab and go over the area.   Testing must be done first to
determine if the photos are resistent to these materials (water and
solvents).  It takes alot of time for each one.

   The other way to deal with this is to encapsulate them.  It is
preferable to remove the adhesive first.
