I'm not very familiar with map cataloging, so I have some questions.  I
just started working on our latest batch of maps from the Bureau of Land
Management.  These are the 1:100000 scale surface and mineral management
status maps.  I've noticed something strange in the records in OCLC.
The maps all say, "Edited and published by the Bureau of Land Management
National Science and Technology Center in cooperation with [one of the
local offices]."  Then later it says, "For sale by [local office] and
[USGS] Denver."

I'm finding all of the records have "United States $b Bureau of Land
Management" in the 110 and "National Science and Technology Center
(U.S.)" in a 710.  Shouldn't they have National Science and Technology
Center (U.S.) in the 110?  And do they need "United States $b Bureau of
Land Management" since "United States. $b Bureau of Land Management. $b
National Science and Technology Center" is a 410 in the authority record
for the National Science and Technology Center?

Also shouldn't the National Science and Technology Center be the
publisher in the 260?  The publisher on these in OCLC is either the
local office where it's for sale, or the Bureau of Land Management with
location given as Reston, VA (no brackets, even though that doesn't
appear anywhere on these items).

I know rules are different for maps, so maybe someone can explain why
it's being done this way.
