And congressional district/county boundary lines can be correlated for 1790-1913 using the resources listed below. The maps are done at the state or district level and offer greater detail than Ken Martis's Historical Atlas of Congressional Districts...sure would make a great project and addition to NHGIS.

If the congressional districts fall along County lines, and you have a
list of the counties in each congressional district, then you could
conceivably create historical congressional district shapefiles by doing
a cross reference with the historical county shapefiles available from
http://www.nhgis.org/
