Two cents from an outsider:

Rather than maintaining an array of URLs within the OCLC record,
create a separate database that links an OCLC record via the 856 URL
field to an array of URLs maintained at the database. The 856 field
could then contain a static URL which links to an updateable array of
URLs.

Contributing to the database array could then be voluntary as could
displaying the contents of the array without complicating the OCLC
record or data entry process. The database itself could be maintained
securely, insecurely, open source, wiki, or in many other ways, which
could also change over time, again without directly affecting OCLC
processes/interfaces.
