I'm not sure about 1861, but Rumsey's site has an 1856 city plan with
street names, etc.:

. As I understand it a large number of railroad bridges had been burned
by the end of 1861. Maybe someone else can find one for the desired
year, but most of the maps I see at that time are more regional and
reflect the actions pertaining to the Civil War.
