Um, are we including inhabited land surface only? Or do we need to
geocode ice caps and open ocean? If the ocean is included, are we
judging ocean floor or water surface? And what IS a geocodable level?
I've seen range geocoding out there that's based on pretty loose data...
so, 1m resolution? 10m?
