I think it might be helpful to let the patron know the scope of the
topic, why it is difficult to come up with a definitive answer.  A
previous post refers to state-regulated cemeteries, and that is going to
vary from state to state.

But in many states, including Ohio, there are township cemeteries.  At
one time (maybe still, many are still active) townships were required to
maintain a public cemetery.  There are also the well-known cemeteries
maintained by private entities or associations.  Churches and other
religious organizations have cemeteries, some active (with new burials)
some maintained, some neither active nor maintained.

Paige refers to family burials on private land.  Do those count as
cemeteries?

Look at the typical 7.5-min topographic quadrangle for even a modestly
populated area, and you will see cemeteries marked. This is really a
question both of scope, and of definition.  What count as cemeteries,
and how do you identify them?

In my area there are two cemeteries in Oxford, one the township
cemetery, and a private association cemetery which is the more commonly
used, and larger one in area.  There are the other township cemeteries
in the area, plus some at old churches.  There is a Mennonite cemetery
not part of church grounds, and there are some family plots not
connected with any organization, and at least one other run by a private
association or business.  This is just in the northern and western
portions of Butler County, Ohio, not counting the more heavily populated
eastern and southern portions of the county.

    From the report:

       Most states regulate cemeteries, although not all cemeteries in
       those states
       are subject to regulation.11 Specifically, as shown in table 3,
of the
       44 states that responded to our survey covering cemeteries and
cemetery
       operators, 34 regulate cemeteries, and 27 of these states noted that
       not all
       cemeteries are subject to regulation. About half of the states that
       regulate
       cemeteries require at least some cemetery operators to be licensed,
       although the licensing requirements vary across the states. Of the
       33 states
       responding to this issue, 23 said that at least some cemeteries
must be
       licensed, whereas only 16 of these states require at least some
cemetery
       operators to be licensed.
