If the 92 street data aren't otherwise available as shapefiles, I'm wondering if the open source Ogr2Ogr conversion utility might not do the trick (relatively painless TIGER to SHP)?

We're working with a student who's looking for street data for Arizona from 1992, 1993, or 1994 in shapefile format. We're trying to avoid having to convert the tiger format and are hoping that someone else has already done this or knows where we can find it.
