This looks very similar to a map included in the 9th edition (1913) of  A Handbook for Travelers in Japan, by Basil Hall Chamberlin and W.B. Mason. (Murray's Hand-Book Japan on the cover.  OCLC 08961466 ).  Its not an exact match- as Brendan mentioned, some of the railway lines are solid in the 1913 edition, but dotted in the mystery map. My guess is it's an earlier edition of that handbook. The Internet Archive has the 6th edition (1901)  available, and Hathitrust has the 9th edition.
Hope this narrows it down a bit... .
