Are these just the latest editions of 7.5  topos? or All edtions?

have I missed it, or is there a fuller description of what is included in
the package?

Scanned 7.5-Minute Topographic Maps - This product line contains images
produced by scanning previously published (printed) versions of USGS
primary base series topographic maps. The resulting image files are
available as GeoPDF?s. These maps are downloadable from the new ?Map
Locator and Downloader? portal of the USGS Store found at:
http://store.usgs.gov/.

There are approximately 3,000 hi-res "geomark-enabled" GeoPDF's available
at this point.  The remaining 53,000+ GeoPDF's are 250 ppi resolution and
are not  "geomark-enabled".  There is no planned completion date for this
activity.
