Hello,

One site I try for eastern European cities is the Jewish Genealogy
Gazetteer (formerly Shtetl Seeker) at:
http://www.jewishgen.org/Communities/LocTown.asp.

Another resource that is useful are the old Times Atlases. Several have
been digitized and are available in the David Rumsey Collection. Many of
these places changed their names depending on who was in control. Linda
