I have a set of oblique angle historic images that we would like to
digitize and make available. Does anyone have a good resource to review
copyright rules?

It has been my understanding that if a company or institution had
contracted an aerial surveyor to take the photographs then the
company/institution would assume the copyright from the photographer and
would be free to publish as they wish.
