Before anyone starts trying to re-invent the wheel, you should maybe talk to
Duane Marble at Ohio State. He is behind the "GIS Master Bibliography"
project, which aims to provide an on-line bibliography of all (or as near as
can be achieved) GIS-related references from key seminars, conferences,
symposia, etc., as well as books, reports, monographs, theses, etc.
I think the NCGIA also have a smaller and more specific / limited project
on the go, somethng along these lines.
