Information on Magadan

Hello,
  I have a patron who wants to know if the city or oblast of
Magadan existed BEFORE 1917 (the Russian Revolution).  It is located
in Siberia west of the Kamchatka peninsula.  Could someone check some
old world or Russian atlases for me?
