In response to the suggestion for liftable railings, you might want to
take a look at the kind of railings I've seen at several libraries
here in the LA area.  They are basically metal bars about 4-5 mm
diameter and "chrome" plated.   They are bent in a squared U-shape.
The ends of the of the bars have little "ears" of about 7-8 mm long
each that are flattened and attached by screws to the back of the
shelving.  For wooden shelves the ears are not flattened and fit into
holes towards the inside top of each shelf space.  Both kinds  are
easy to lift and then pull a book out but they hold the books in the
shelves when life gets shakey.

Those metal shelves are what students call gorilla shelving because
they basically stand up to student gorillas.  ;~)
